Can bought images be offered for free?

I just wonder, as I came across such case with one of my images - if a Shutterstock buyer downloads an image here, can he then offer this image (eps file, as its vector) for free on his website?

Our licenses would not allow for the illegal sale or distribution of Shutterstock images. If you've come across a site that you believe is doing so, please let us know so we can investigate. Thanks!

Thank you Forumguru. Well, Im not sure if this is the case, here is the link:

They seem to offer a package of 5 vectors with Chinese dragons theme, including one of mine, all of them are from Shutterstock and must have been bought here as I didnt sell this vector at any other site.

Would this be a case for infringement claims?

Ok, I will do that, though the whole site seems to be based on offering similar vector packages, design elements, templates etc, so I really was not certain about it, just curious to know if its ok or not.
