Editorial people photos in other countries

Could anyone let me know what the policy is for using images of people in foreign countries without a release? I know it's editorial...but are there specific guidelines for American photographers shooting editorial people pix in other countries?

I searched here, the FAQ and Shutterbuzz. I couldn't find anything.

You cannot submit as editorial just because you do not have a release. An editorial photo must be newsworthy.

What Mike said. Would you expect special guidelines for photographers from the rest of the world shooting editorial people pix in America?
