Is it acceptable to submit images to multiple agencies? Can I submit what is approved with Shutterstock to iStockphoto?

Yes, you can submit to as many sites as you wish.

Yes, provided you or the image is not exclusive at any agency. And no image that is being offered as RM can be offered as RF at the same time.
