Approving without Tax Form?

Hey!

My question is:
I submitted 7 photos now 2 days, and they are still waiting for approval. In the meantime i got this message: "Please note: We are waiting for your tax forms. Please visit our Tax Center for detailed instructions."
Due I am new to SS, i did not fill any Tax Form since now, and as i know i need some legal papers and other stuffs to fulfill the form.
So my question is: will my photos be approved if i did not fill the Tax Form yet? Or they will be judged only when i will complete the Tax Form?

Perhaps this question should go in the taxes forum, but anyway, this is still a question :)

THe two are independant, just a coincident!

Apparently there was a bit of a glitch a couple of days ago and some people got a tax form message by mistake. I don't know if this applies to you, but here's a link to the topic:
