Bad quality with mjpa, mjpb, photJpeg

Coud not make good quality with photoJpeg, mjpa, mjpb codecs. With h264 quality is outstanding. What is wrong? bitrate +- similar, quality settings 100%, but resulting video (with mjpa, mjpb, PhotoJpeg) is with lots of jpeg artifacts, colored squares etc. Very, very bad :(
