I recently submitted a vector file using Illustrator CS and it was rejected for not being compatible to Illustrator 8. I had saved it using this method: File-> export-> Illustrator Legacy EPS and choose Illustrator 8 as version. Can anyone help on this?

Just saving it to that format doesn't make it EPS 8 compatible. Saving down to EPS8 does create a file that is technically an EPS version 8, but it does so by flattening transparencies and dividing shapes. You need to manually turn off any transparency in shapes in the document.
Saving a file to EPS8 while it still contains transparent shapes can actually damage your image, creating shapes with open paths. Those will also get you a rejection.
Basically just make sure that you have no transparency and no open paths before you save down to EPS 8.
