There is no rule saying you cant try to submit a noisy, out of focus, or grainy pic... in fact, for artistic reasons these may even be accepted..
It is however against the rules to submit an (gt 5%) upsized pic..
Now accusing some one of submitting an upsized pic is hard and I dont thing the current reason of noisy/grainy/oof/upsized should have upsized it it as:
1) I would hope that it would rarely be the case
2) it has very negative conotations
Why dont you replace OOF/upsize with just: Not sharp enough |
