I recently uploaded a number of images for the "free" library. I also sent a message to the reviewer that these would not "make the cut" so just put them in the free library and maybe somebody can make use of them. Well, I just got a couple of "Status of you submitted batches" messages full of, like I said, rejections. A few more like that and I may well get a warning from Shutterstock about my ever-worsening acceptance-rejection ratio. So, unless there is someway of sending my stuff directly to the free library, I won't be uploading a lot more other than my science stuff which has a much better acceptance ratio.

There isn't yet such thing as a free library.
They select one contributor every week to be featured on the front page. (One photographer and one illustrator) and those are the free files of the week, but as the week ends, those won't be free anymore.

And you don't get to offer your images, you get chosen to be featured, and by accepting that you agree to offer one file for free for a week but in return your portfolio will get featured on the homepage.

Hi,
You are talking about Freestock, right?
Well, it would be a nice addition for the new submission form; but, since there is an option for the images that are rejected to be added automatically to Freestock, in the meantime that is also a solution.

Change it to Always, so the rejected images will be automatically added to your freestock portfolio.
Personally, I would strive to have all work accepted in the main gallery; if any of my illustrations is rejected, I try to correct it.
