Hi,
I'm looking for a tool that lets me edit keywords for multiple images simultaneously. I need to be able to do it before I upload the images (I'm not going to keyword them on each site individually). What tools exist for this?

You can add the keywords to the File Info through Photoshop, Bridge, Lightroom etc. This way once the keywords are in the image they will upload as well when you upload the image to the different sites.
My workflow is pretty simple. I use the keyword sites to get the keywords I want to use then add them to the File Info along with the description and title. After saving it I am good to go to upload them to every site I submit to and I don't have to re keyword.
In Bridge you can also create a list of keywords that you save and can assign to one or multiple images as another option.

I use Xnview, works very well, you can save "iptc's" like "beach" and then use it later etc, like import/export, give it a try, it is a freeware

You can also use Picasa, a free download from Google.
Picasa is great for quickly perusing your photos and adding keywords (tags, in Picasa's vernacular). You can choose your whole folder and add the words to every photo at once.

Bridge which is a part of the Photoshop suite is by far the fastest and easiest tool to use.

I tried using bridge. I added the image title and keywords then uploaded via FTP. The keywords / titles didn't hold / show up. I also tried the browser plugin. Keywords didn't hold.
The keywords do show up in the files properties:
Any suggestions?

Its not working for FT or DT either. It's only working for SS's Deep Meta.
Anybody know what I'm doing wrong? Is there some way special way to save the keywords in bridge or something?

Jeff is the guru when it comes to using Bridge. I used to use it and I did the keywords by utilizing the keyword/tag feature. You would create a series of keywords then select the images you want to attach specific keywords to and drag the keyword to those images. I had no trouble retaining the keywords in any of the stock sites that i submitted to.
I stopped using that and went to putting my keywords in the File Information section in Photoshop. There I could title, describe and put in the keywords that would be transferred with the image upon submission.

Thanks for the kudo's Dave :-)
There is actually two different ways to use bridge to ad keywords.
First is to create templates for images that you take frequently, and simply apply the template.
Secondly is to create your own library of keywords, from which you can select words and apply them to one or even a hundred images simultaneously. Biggest mistake is to try to move to quickly, if you do and your computer cannot keep up with your requests you will have the problem you are facing.
Here is what you have to do: Watch the bottom line over on the left, it tells you what Bridge is doing, and if it is still processing, you must stop and not give it any further input until it is done applying the data you have already given it.
Here is an example of my keywords and the hierchy I use.
I have had the problem of missing data, and some of it is because some of the other agencies use the "IPTC IIM legacy" data rather than the IPTC Core dat, so it is imperative to check and make sure you are entering into both, it does normally happen when entering info into the IPTC core, but maybe you have some setting incorrectly set?
Without seeing exactly what you are doing it is hard to guess what you might be doing wrong.
I can help you with this if you download SKYPE (free) and contact me jeffrey.banke on skype, then I can show you my screen to show you how to do this sans pronlem :-)
