I have some footage uploaded here but they are all PAL 25 fps, do I need to upload NTSC 29,97 fps or shutterstock do it if customer ask ?

I have asked the same question.Shutterstock will do it for you.Have a look at my replies

Converting 25 into 29 is no problem at all. The client could simply drop it into a 29 timeline with no problems as all major NLEs accept it. The reverse is a real headache.
