You people don't know what you're talking about! It clearly states at the top of the image that it's neither a dandelion nor a cherry blossom. It's a power line! ;)

I have had problems getting a few photos to load in the forum too. Hope to see those cherry blossoms!

At the author - at least change the title of the topic, so that you don't confuse people as to what to expect.
Post the cherry blossoms in another topic and rename this one.
(the stem of the dandelion is very dark, and the background is dark, it's overall too darkish, and the dandelion itself is hard to distinguish - that's my simple observation) The sample shutter stock dandelion posted is a good example of properly exposed photo. :)
And yes, you can make it whiter. If you had shot in Raw format you can use Camera Raw in Ps. It's working miracles, but I assume that if you lighten the photo, some artifact and noise will show up too.
