Are you talking Final Cut Pro X? Then it's complicated (see below).
In FCP7 or so, go for Photo JPEG, Quality 80-90%, 24, 25 or 30 fps at FullHD 1080p. If it's 720p, 25 or 30 fps are standard (PAL vs NTSC). SD should be done 25 / 30 as well. I would NOT convert your original frame rate. If you're in a PAL country and shot PAL, go for 25 fps. In NTSC country go for 30 fps.
FCPX is nice for SOMEthing I'm sure. But not for narrative movies and not for stock in my opinion. Compared to the simple iMovie it lacks a comprehensive QuickTime export menu! That is absolutely ridiculous: You actually cannot export footage from FCPX with the aforementioned settings, while iMovie can! Instead, you have to go via Compressor which is an extra purchase. And there, it's quite a hassle to make those settings, since there's no preset even close to them, and the GUI is slightly complicated.
And yes, I shot and edited several holiday films, 90 minute narrative movie and three short films, so it's not a lack of insight. FCPX is supposed be easy, but the quick'n'dirty ways of everyday-editing are not there.
