OK, so the account has been disabled ... but what does this particular contributor stop from publishing to other stock image sites?

And is the contributor not right that he or she may sell their artwork even if it's based on bought material? Of course, the mere copying can't be tolerated, but if something new is created from stock photos bought here?

Don't get me wrong, I have never done so as I suck with Photoshop but surely it must be allowed to create art from stock photos?
