Someone on Etsy s selling a bunch of silhouettes downloaded in vector from SS. They're selling them as cut outs for scrap booking.

Can they do that under the download licensing?

I could've sworn using images for scrapbooking wasn't allowed but I can't seem to find it in the TOS.

I'd contact infringementclaims@shutterstock.com with the url of the site and find out for sure.
