Is it worth upgrading to 10 and what is a good book for learning the most about it either way.

Depends on what you want to do with it. If all you are doing is the basic photo editing you can most likely get by with what you have.

I don't use Elements but I am sure that you can find out tons of things just by Googling Elements 7 Tutorials.
