Are referral earning going to be taxed?

I'd guess it would be 'all earnings' by whatever means.

I am not sure because they already split US and non Us sales, referral income does not have to do anything with US buyers also.

The problem is what will count in referral earnings. The residence of the referred member or the residence of the buyer?

Shutterstock has said it will only apply (as it should) to US sales so this part is at least not accurate. I wonder about referrals because this law applies to ROYALTIES ... referrals aren't royalties. They are ... what?
