There is too much to read about this topic and perhaps this has been said in other threads, but treaty or not treaty, the fact that we'd have to pay a tax (for minimun that that tax be) to a country that is not our country is inconceivable. I'm sure all our countries, poor or rich, would need that money that we will be giving away to other country.
So, the fact that we will have to pay a tax only if the sale come from the EEUU, doesn't solve much this question. Indeed, what would happen if every country from were purchasers come started to demand the same?.
As this is not exclussively a Shutterstock issue and they can't avoid this happening, I seriously suggest Shutterstock giving us the option to not sale our pictures to EEUU buyers. I think this is all about, instead to go runnig to get all that crazy papers done. Just GIVE US THE OPTION TO NOT SALE TO EEUU BUYERS UNTIL THIS SITUATION CHANGES.

Perhaps I'm not fully understanding some questions about all this matter (it's hard to read all this in English and I don't undersatnd about international tax policies), so I would love to know the cons to give us the option of non selling to EEUU buyers until all this thing get solved in any ways.

It's the other way around.
You want the European buyers :) Actually you want any buyers except the Americans.
You pay 30 percent of your sale only if the image was bought by an American buyer.
And seeing that you live in Buenos Aires, there is nothing you can do.
You will have to pay 30 percent to the American State on every American sale.

They say they are not at this time considering an option allowing you to stop selling to American customers.
