i am a submmiter
i would like to buy some photos and pay with my credit of my own photos that have been submmited
how do i do that

You cannot do this. The submitter site and the buyer site are totally different. We can't move your payout money over to Shutterstock.com to purchase a subscription. You will have to set up an account at Shutterstock and pay full price.

If you do set up a buyer account, you will need to email us and let us know the username of that account and your submitter account. Keep in mind that you cannot download your own photos (unless it is a matter of you recovering photos that were lost on your computer, but you must let us know about that too).
